During the lame duck session of Congress, Rep. Lamar Smith is planning on introducing the HALT Act, which is designed to prevent President Obama and his administration from granting de facto amnesties.
As you may be aware, United States Citizenship and Immigration Services ( USCIS) has asked senior staff to look at ways of amnestying illegal aliens without Congress’ sanction and ICE chief John Morton has told agents and attorneys to drop deportation cases if the arrested illegal alien has not been convicted of a violent crime.
Obviously, it is very discouraging that President Obama and members of his administration are so determined to amnesty the 11-18 million illegal aliens living in the United States that they are willing to circumvent Congress’ authority and start issuing de facto amnesties for illegal aliens.
In the past, some South Carolina U.S. Representatives have shown a willingness to oppose rewards for illegal immigrants and oppose amnesty. Please send your U.S. Rep. a fax and urge him/her to become an original cosponsor of the HALT Act.

I find it outrageous that the Obama administration is working overtime to find ways to amnesty illegal aliens without Congress’ approval. I urge you to call Rep. Lamar Smith’s office and become an original cosponsor of his HALT Act — a bill that would prevent President Obama’s de facto amnesties.
USCIS’s recent memo outlining ways of amnestying illegal aliens says the following: “rather than making deferred action widely available to hundreds of thousands and as a non-legislative version of ‘amnesty’, USCIS could tailor the use of this discretionary option for particular groups such as individuals who would be eligible for relief under the DREAM Act… or under section 249 of the Act…” So, rather than pardon all illegal aliens at once, the Obama administration apparently believes it can pardon them in groups. And it is taking action to do so.
In a recent memo to staff, ICE chief John Morton ordered ICE agents to halt deportation proceedings against all but the most violent illegal aliens, thereby allowing large numbers of illegal aliens to live freely in the United States without fear of arrest or deportation. Although President Obama has so far not tried to make the DREAM Act amnesty U.S. law by executive order, his administration is granting de facto amnesties to illegal aliens simply by refusing to prosecute them.
I hope you are as outraged by these actions as I am. Rep. Lamar Smith will soon introduce his HALT Act, a bill that would prevent the executive branch from issuing such de facto amnesties. I hope you will call Rep. Smith’s office and become an original cosponsor of the bill.
